For simple things, I think I agree with what he's advocating. I made my own todo/tasks manager application that got my own needs. Took me 2 days of developing, and a few edits after using it for a while when I discover a bug or want to edit something. But I think for more advanced stuff ( a proper full featured bug tracker for example), I don't think it's worth the effort.
