I guess what happens over time is that the expertise has to get consolidated -- here it goes into private companies like Parsons, etc. And then they shop themselves around the country looking for projects to staff. And then what you see is as you mentioned above, the cities (customers) having lost their ability to supervise properly and pay for such projects.
