Simplest possible explanation: by writing this post, you've put more thought into it than they have. Perhaps someone wanted to increase app install numbers (and/or user engagement), this sounded like it would work, and they did it. Simple as that. They did not ponder whether it might have negative effects. They just did it and moved on to something else. Of course I have no concrete evidence of this, but with the state of product management in our industry, I can't dismiss the possibility.
