Thanks to a mistake in the SSL certificate verification code on the DS [1], all that is needed is specifying a custom DNS server (164.132.44.106 [2]). The hardest part is finding an open or WEP hotspot, as most DS games aren't compatible with newer Wi-Fi security types [3].
