There are other (non web) development systems that don't have huge numbers of dependencies - Delphi and Xcode are two that come to mind. You can add other projects to them if you so desire but if you want to learn programming with something out of the box Delphi is the one to look at imho. (An unpopular opinion - The web is a hierarchy of hacks and patches because the web browser was never made to do what it's being asked to do.)
