Google could always not collect that information in the first place if they wanted to actually take the moral high ground. But of course they won't do that.

I doubt that. Don't forget it's FB that also has to pay.

No it doesn't seem fair. Why should my information be given to the news publishers!? I trust Google with my browsing history _way_ more than that random commercial news org.
