What about sorting users by name?

  That's completely language+locale dependent. For example, here'an alphabetical list of Irish surnames - https://www.duchas.ie/en/nom?txt=M https://www.duchas.ie/en/nom?txt=M. You'll notice that sort order ignores an initial O or Mac (or Ni or Bean, etc).
