I happen to agree: the worst penalty is in schooling, and the most bang-for-interventionary-buck is also in schooling. It's also not visible to peers in adulthood, and thus not a source of jealousy or mistreatment or suspicion, as many AA recipients detail experiencing. It's also the most moral way to address something which - IMO - deserves addressing, but which currently is addressed quite immorally. See: the OP article.
