I used to agree with this (and I still hate 'procedural content' because of how absolutely soulless it is), but GPT-3 gets close enough for me (though it requires cherry picking). It's at least miles above 'procedural content'. I'm not sure if GPT-3 truly has an understanding of its 'meaning', but it definitely can at least somewhat emulate such an understanding it.
