The author seems to want CHM... For all the PDF hate, 99% of the time the rendering is better than most web pages, and it actually works properly. I don't have scaling issues with it on hi-dpi displays/etc. I've also yet to see a browser do proper sgml/svg graphics scaling of high density (thing multiple hundreds of MB) maps/etc that are common in PDFs.
