This is more or less how my team handles it in servicenow. Any document that hasn't seen an edit or a rating in 90 days gets flagged for review. Every friday I clear the review list by either rating the doc or assigning it to a SME to be updated if I can't divine what the purpose of the document is. I don't think there's any way to curate an evergreen wiki that doesn't involve some regularly applied TLC. It's like doing your dishes and vacuuming the rug.
