The problem described here is only tangentially connect to technology. All that is described is really the challenge of complex systems and that could exist in any domain whatsoever. The inner workings of oh so human system of the UK government sometimes baffles me. And it exists in nature where the complex interactions of many diverse organisms converge to form a complex ecosystem. There might be problems of a lack of understanding in certain cases but what this journalist is describing is complex systems not technological problems.
