That's simply not true. AOSP is open source and you can run a Android phone without google services. You are generalizing the problem of some phone manufactures which deliver phones with software which spies on you but the OS isn't a surveillance platform - instead it's more open than iOS - you can't look at the source code of iOS as simple as you can look at the Android source code.
