Your spin is a falsehood because: - the 400,000+ number includes Iraq, Afghanistan, and Pakistan - the report concedes that most deaths are caused by militants - it covers years in which America was not even engaged in hostilities (e.g., after leaving OIF and before the Iraqi government asked the U.S. military back to counter Daesh)
