I was interpreting it as a metonym (https://en.wikipedia.org/wiki/Metonymy https://en.wikipedia.org/wiki/Metonymy) for tech startups in general. Uber, Lyft, and AirBnb aren't literally "Silicon Valley" companies either since they are based in SF.
