  Two guesses, one for each side of the political spectrum: 1. The word "erratic" suggests that there is error, rather than deliberate behavior to make the news and to throw enemies off guard. 2. You pointed out that the actions were in fact started by CFIUS, which is a disappointment to anybody who wants to see the actions as being driven by vanity or malice or corruption or similar.
