That exact topic actually comes up in the story I linked. SPOILERS BELOW (though knowing doesn't really detract from the story) In the story, one of the central discussions is the debate to make the procedure mandatory for students at a college campus. The procedure is non-invasive and reversible, similar tot an MRI or something. Fearing that this sort of public debate will spread, a cosmetics lobbying firm (who wants to maintain the status quo) publishes a video with a persuasive counter-argument. It is later revealed that the video had been manipulated by software "capable of fine-tuning paralinguistic cues in order to maximize the emotional response evoked in viewers. This dramatically increases the effectiveness of recorded presentations." Some people get a further brain tweak to mitigate this effect.
