Yes! I end up soaping my hair about once or twice a year if there's a sudden spike in oiliness (I don't understand why this happens) but the vast majority of the time I just scrub with hot water. From what others have said, it may take a little time for the oil levels to subside if you stop soaping -- apparently there's a bit of homeostasis going on.
