But even if it's not technically secret there's a big difference between a NOTAM and putting out press releases with specific locations, which they did this time.

There’s an easier way, board, arrest, seize the boats and impose heavy fines and bans next time.

  There's no legal basis for that outside territorial waters. Which is why that was not done this time.
