Web is hard, is the most hostile hardware environment, ie Android fragmentation. What you're suggesting will only be feasible in a predictable hardware ecosystem. So what you're suggesting is that users without GPUs will break. I will take a side and pick the user this JavaScript fallback seems to me a good design choice.
