I guess quite a solution to the submissions quality problem would be allowing down-voting of submissions at some karma level cap. This way, a group of users with best karma would be allowed to just stop crappy submissions. Otherwise, they have to be here all the time to promote non-crappy submissions only to not let them sink in a flood of crappy ones, which is dumb.
