I don't know if it's "crazy" that 1 person (if it's indeed just 1 person) can ban an app. After all political/judicial/comercial orders to ban things happen all the time. I think it's more telling that 1 decision can be effective actually banning it - considering that there are so many things/services that are banned and yet available online, the fact that this hypothetical ban be effective, says more for the tech stack of this app/service than for the actually political/commercial decision to ban it.
