Apple typically has forward-looking supply chain contracts. I imagine ARM is under contract for the licensing for long enough that Apple will build out their own design team. Already, TSMC is the manufacturer for the cores, so Apple really doesn't have too much of a dependency on ARM in the short term. I think what we'll see over the next 3-5 years is a divergence from the ARM-licensed design to an in-house-designed architecture: "Apple Silicon II"
