I guess the argument is that the restaurant industry does it all the time - hell, hiring a designer will often involve assigning them a project, having them give a presentation on it, and asking questions about their portfolio.
We tend to put more trust in end product in that regard more than any specific process (like quizzing them on the process to create a specific animation in After Effects or on interaction cost or cognitive ergonomics).
