Unless you mean there is no process for creating bumbling dictators, in which case there shouldn't be one. "Creating chaos" isn't the issue, it's enabling buffoonish authoritarians. And make no mistake, if I was Trump I'd be holding on for dear life. As long as he's the POTUS he's mostly bulletproof, but all of those lawsuits and charges in NY and other states are going to continue aggressively once he's out of office. Right now he's a usable asset to Putin, to big business, the Saudis, or to whoever is pulling the strings this week, but once he's back to private citizenry he's on his own.
