I've only seen the movie [0] (Blade Runner) so I'm not sure if it was in the book as well, but the Voight-Kampff test is meant to provoke an emotional response in the interviewee. These questions are from the movie (at least partially). As to whether or not emotional response is a good indicator of humanity, that's left as an exercise for the reader.
