Like pretty much any other worthwhile endeavor in life, the same rule applies:
1) Good
2) Fast
3) Cheap
Normally, you can pick one. If you are exceptionally lucky, 2. No project is ever all 3 at once, if anyone thinks so for a given project that is a sure sign of either delusion or inadequate ability to judge (after all, good is very subjective).
