I would think the primary use case for this would be pose estimation and/or recovering 3d models from 2d images. The primary use cases I'd guess is for AR/VR and building other kinds of interfaces (gestures etc). Neither of these use cases seem very useful for surveillance. I'm not convinced that facial recognition algorithms would benefit that much from synthetic faces, but I very well may be wrong about that.
