The fastest way to bring temperature down in a medical setting is an ice bath, or injection of cold saline. They also have cooling blankets, basically a human sized water cooled blanket connected to a compressor (for cooling the water). Peltier tech is probably not very useful in this setting, since it's quite inefficient.
