I don't know the system in the US very well, but here in Germany it is already very hard to start an PhD as a bachelor student. One would need high/perfect grades and a supervisor which already supports him/her. A PhD is not just learning something about theory but also applying theory and creating some new theory. I highly recommend you to start a theory oriented bachelor.
