I've read conjecture that it is likely one of two things. Either the US is wanting to hint to its enemies new advanced technology that we have, or the US military found that pilots weren't announcing mid-flight UFOs so are working to change the culture to allow such announcements without fear of reprisal. Who knows what the truth is though.
