I'm not saying it's AirBnB's fault, but it's definitely an issue they'll need to constantly address as they grow. I did report them but the you bring up a good point about charging extra deposit fees. As a new user, I have no idea that such practices are against the rules ... so it didn't really raise a flag for me.
