GPU hardware is varied and changes frequently. Many API features are partially or entirely implemented in software (drivers or API runtime) complicating things. Console, mobile and desktop parts are different in terms of functionality. OpenGL is probably the closest to runs on everything. BGFX, sokol, WebGPU and other abstraction layers might be good fits as well. I think options are pretty good if you just want rasterized triangles, vertex and fragment shaders (and maybe compute). As you start to need better performance or other parts of the pipeline options are less clear cut.
