I would go a step further: The odds of any claim being wrong are overwhelming, regardless of whether it is endorsed by the consensus or not, whether it is ordinary or extraordinary. Brains are not truth-making machines. Anyhow, I'm not sure what is extraordinary about biowarfare labs making biowarfare agents. It's actually quite ordinary.
