  He personally benefited by the increased share price of the company, which would have been vastly less if the policy choice had gone with fiber, which is the obvious choice for an infrastructure _upgrade_. Personal financial gain by abuse of power.

    How did he benefit from the increased share price? He sold his shares before he came to power.
