I don't know if the article mentions this because (ironically) Bleeping Computer is now down, but you may be able to fix this by holding Ctrl while opening Outlook in order to start it in Safe Mode. Whenever I'm in a broken state, I do this, load it up fully, close it again, and start it normally. Then things usually work okay. I had to do that this morning on my work machine, not sure if it was related to this issue.
