I wouldn't imagine "streaming everything" is the way to interpret this. Think of it more like Dropbox-style-sync for your whole phone (likely configurable to only happen when in wifi), plus the option to stream if you really want. The average user will be using the wifi-sync by default without even realizing it and probably never even consider streaming all their music.
