I am not a big fan of more government involvement in just about anything, but I can see a role for government here. They are in the best position to establish identity, have little profit incentive, and have ample experience with comparable trust processes like issuing passports and bank notes. Yes, it will be done less efficiently and with less innovation than the market. That trade off would be worth it.
