Again: I’m not excusing the obviously dangerous behavior of the driver. However, people do stupid and reckless things all the time — and as a society we take reasonable precautions against that. I don’t know why he ended up on that road, but it was only a matter of time before someone ended up there. I sincerely doubt that freeways are shut down flawlessly 100% of the time.
