It's almost sure that all of them were hit by ricocheted bullets or bullets falling from the sky. So most likely the body that he speaks about was one of the wounded policemen. The policemen most probably had just been wounded and was rescued soon after the diplomat saw him. There are no known cases of wounded or dead bodies lying on Albanian streets for long periods of time at any time in the history of the country.
