China is a big country - could it be possible that while some people are indeed seeing an increase in their standard, whilst other areas are still in relative, if not absolute, poverty? We've all read the stories about Foxconn and some of the conditions endured by people working there.

This is absolutely the case, and you don't even necessarily need to look to "other [geographic] areas" to find them.
