I want to avoid taxes but also get government support too. Who do I need to lobby and how much will it take?

    I find the L Ron Hubbard path distasteful. But I see your point. I suppose any non-profit could work instead.

    It's easier than that. Pretty much anyone with charisma and public speaking skills can start a non-denominational "Christian" church.
