I'm not sure it's fair to place the blame solely on the CCP. A lot of the less desirable behavior stemmed from scarcity of resources, especially when the country was poor. Can't comment too much on corruption as I don't have much experience there, but I have noticed things like lining up and littering get better as the standard of living has improved over the years.
