The incredibly vast amount of research work done by immigrants on these visas probably outweighs any risk they pose as these educated people head back after graduating or try to stay. You're not crazy. You're a cogent individual deliberately believing something that is not true or guided by reality. This decision will not be beneficial for national security at all, and that wasn't even used as justification for it.
