Given that Apple was one of the original founders of Arm, and has an ARM architectural license (the most gold plated license Arm sells, basically allowing the customer to create their own chips implementing the ARM ISA), I'd guess Apple would be the last one to switch from Arm to RISC-V (assuming such a switch would ever happen).
