I think it also depends on the ROI. I paid in total ~2400€ (2000€ driver license + 400€ mandatory safety training) for my car+bike license and assume it will not be much different in the UK. In the city where I live now I know quite a few people for whom it's not worth it to invest that kind of money because the public transport is good enough. However on the country side where I come from there is not a single person who doesn't have a driver license.
