A sensible solution would be to "grandfather" existing and in-process Visas, and then restrict new Visas by putting limits on total foreign students a school can accept. Base those limits on the number of foreign students each school had last year. The proposal is like many others from this administration: blatant arm-twisting with an obvious intent but an obligatory excuse for the courts.
