Ventilators are definitely not ineffective. Obviously it's not a treatment but a measure to keep the patient alive and prolong the time for the patients own immune response to fight the virus. Studies show a 30% mortality rate among ICU patients. Without ventilation this would be closer to 100% because patients without ventilation would suffocate.
