Was not clear how effective lockdown would be, needed time to get COVID testing facilities operational, so anyone coming in had been screened ahead of time, also some states were sending resources to states more heavily affected. Also your electronic solution sounds like it'd take months to implement. Why didn't you code it up and offer it to your doctor's office?
