I think you're ignoring the gigantic industry of B2B/enterprise software, where piracy/illegal copies are essentially non-existent. Curiously, that is the same industry that is well known for pumping out some of the worst/crappiest software in existence, so I seriously doubt your assertion that software piracy is at the core of the problem. I think the main reason is that most people don't really care about "bulletproof" software, they'd rather have something with more features, or cheaper, or easier to use or more visually attractive as long as the bugs aren't too annoying.
